HEALTH, EDUCATION AND LIVELIHOOD PROGRAM (HELP) FOUNDATION OF PANGASINAN, INC.
HELP is a program that was formed after the consultations done by RACHEL “BABY” ARENAS in Malasiqui, Calasiao, San Carlos , Sta. Barbara, Bayambang and Mapandan during the first quarter of 2006. Even if various elected officials from the Barangays and Municipalities of the 3rd District have laid out their issues and concerns, RACHEL “BABY” ARENAS, decided to convene the kapitanas and the women of the district to be her sounding board on the issues and concerns of the district.
“I touched base with the mothers and the women of the district because I value their points of view on economic and social concerns.” ARENAS added, “we may have all the infrastructures in the district but if people are not healthy to work or they do not have jobs, we cannot put food on the table for every Pangasinense family.”
Thus, ARENAS will spearhead various medical missions in the District tapping on her friends and the network of support of her mother. The first medical mission took place in Malasiqui with UNILAB providing medicines. In August 2006, ARENAS brought the St. Luke’s Medical Team in San Carlos City. ARENAS hopes to be able to go around the district with her medical missions before the end of the year.
Education is another issue that concerns the district. ARENAS decided to respond to the need by giving free notebooks to selected primary students. She plans to do a feeding program for other primary students. She has likewise established a scholarship program at the San Carlos Community College. She is scheduling a Teaching Strategies Training for all teachers of the district.
ARENAS believes that it is better to provide skills than dole-outs. She will soon launch her livelihood programs both for formal and non-formal communities in the district.
HELP will be an advocacy that RACHEL “BABY” ARENAS will continually promote for the Pangasinenses in the district and wherever she goes. For ARENAS, touching someone else’s life is more important than winning a political position.
