How safe our roads and highways

Last week, we were shocked by the tragic news of the accident that befell former Rene Saguisag and his wife, former DSWD Secretary Dulce Saguisag. Mr. Speaker, every time I watch the early morning news on television, I always see reports of traffic accidents not only in the metropolis, but also in other parts of the country.
